think of it like driving across town,
if there are not many cars out you can drive faster,
the more cars on the road the longer it will take,
if you take a road that has fewer stop lights you will also get there faster.

if you need a better explanation then ask Al Gore, since he invented it, he should be able to explain it. :D

If you drop down to the command promt you can ping any computer you like.. if it is online and set to reply (to ICMP = pinging) you'll get the roundtrip reply time.. I ping my router (ping 192.168.1.1, etc) then I ping google to see where I'm loosing conectivity. Google will always give a pong when it gets a ping.

You can send a continous string of pings with "ping 24.25.26.27 -t" (change the IP as required) and that will monitor when the machine drops off line. If you send a continous string and set the packet size to 65535 with "ping -s 65535 -t" you can actually effect someone elses connection speed somewhat (at the expense of your own as well).. And then there's the "ping of death"

http://en.wikipedia.org/wiki/Ping_of_death

Better than ping is actually trace route ("tracert" from the command prompt). It sends a ping to each of the "internet-routers" between you and the place you are pinging. You get a list of the roundtrip travel times of the ping/pong interaction with each of the routers. That lets you see not only how many "hops" your packets are traveling but which routers along the way are slowing things down. If the list stops without reaching your destination you can take the name of the router where the trace stopped, pop it into google, and see if you need to call _your_ ISP or whether it's on the backbone and your ISP wouldn't be able to do anything anyway.

Technically speaking when it comes to Ping Test gives the quality of your site and it depends on the Seding and reciving

capabilites of the both the servers and it varies from one site to another and varies with time and traffic, for istance try

doing a Ping test on different sites using
http://www.whoisxy.com/ping.aspx
and acertain the difference
