Ok, I pay someone $18 a year, very cheap, I agree, lots of space and bandwidth! BUT! Like 3 days after I pay, if that, it goes down. They say they are upgrading Zend and its not working! Been down for a day and a half! ALMOST 2 DAYS! no email, no cpanel, no ftp, no sql NOTHING!! god!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
I feel your pain... I have been there myself many times.
When I started I spend a lot of time working on different sites, I tried free hosting sites. When I lost the first one it was a bummer, I had no back ups, after I lost the 2nd free host I started making backups, I lost the 3rd and the 4th.
That’s when I gave up on free hosting sites, you really get what you pay for with them.
I realized that I needed to pay for hosting, so I looked for the cheapest one I could find, about $1.50 to $2.00 per month.
After a couple months they went out of business, I lost the 2nd one the same way, then I started paying $4.00 a month for hosting and they went out of business too.
Then I realized you have to pay more than $2 or $4 a month.
Notice it took me 4 times to learn about free hosts, but only 3 times to learn about cheap hosts. :)
Then I started paying about $7 to $9 per month and I have been able to find 2 hosts that I have been very happy with, they are up almost all the time, and I really have had almost no problems with them.
So with hosting I think you do get what you pay for.

I get my hosting for a little over $1.00 a month, but thats because I know the owner. but, I never paid for hosting for 3 years:P and if you try www.247-host.com they are $1.99 a month and been in business for a year that I know of:)
is that the one that is down now? or a different one?
oh, and there are always exceptions to the rule... I have some free blog accounts with Googles blogger and they are up most of the time, they have had several problems but they usually get the site running again before too long.
and MSN is not too bad, if you can put up with their format for a blog.

I got so tired of having host go bye bye, I now use a re-seller and am the host...oh, I'm such a control freak! Anyway, now I host other sites and it's a good service because it rarely goes down and if it does it's only for an hour or so...if that. I've been with them for 2 years - like a decade in internet terms. It's expensive though... $450/year plus $1/month per domain, for 400 Meg. I host 12 sites at the moment (25 meg each), well except mine, it's bigger...I'm not the most saavy buisness woman though because I don't seem to collect much money from anyone - I always hate to ask.
But, that and rapidshare are my luxury items so I can play the day away...I'm not a responsible type person.
